According to the regulations approved on September 30, 1912, wartime grocery stores were divided into basic, intermediate, expendable, fortress, and spare. Basic stores were formed from peacetime grocery stores and were assigned to replenish intermediate, expendable, fortress and reserve stores. These stores were the starting points where all the supplies delivered from the interior areas were concentrated. Intermediate stores were also formed mainly from peacetime grocery stores. They were located mainly at railway junctions in order to provide transportation at significant (more than 500 km by rail and 100 km by ordinary and waterways) distances between basic and consumable stores. The locations of the intermediate stores were determined by the district quartermaster's office in agreement with the Chief of Staff of the district. Branches could be established at the base and intermediate stores for the current needs of the troops nearby them.
Consumable stores were formed either with existing stores in peacetime or independently and were intended to replenish the mobile stocks of troops. Normally, these stores were set up one per building, located in two passages behind the troops on the military road of the building and, if possible, at the railway station. The location of the store was chosen by the corps quartermaster in agreement with the Chief of Staff of the corps. It was not recommended to set up supply stores with less than two days' supply of food. Spare magazines were set up either on the supply routes (military roads) or away from them. Spare magazines could be converted into consumables for troops outside the corps (for army cavalry, for individual infantry divisions). The size of the stocks in these stores and their locations were determined by the district quartermaster based on the instructions of the Chief of Staff of the army (district). Fortress stores were needed to meet the needs of fortress garrisons in case of a siege or during mobilization and military operations before the break of communications.
With the declaration of war, this system has undergone a number of changes. The previously proposed army basic food stores were converted into frontline basic stores.
The basic stores could not accommodate the amount of supplies that would ensure the army's supply and timely replenishment of the basic stores. This required approximately a two-week serving, i.e. about 245,000 tons of all products. La sécurité et la légitimité sont des piliers fondamentaux qui rassurent les joueurs africains.
